Two men, including a physician operating in Southwest Riverside County, have been arrested and charged in connection with a multimillion dollar scheme involving fraudulent commercial loans.

Sammy Ciling, 49-years-old, from Temecula, was arrested in Fallbrook on the afternoon of Dec. 16 and booked at the Southwest Detention Center in Murrieta. Dr. Donald Woo Lee, 49-years-old, from Newport Beach, was arrested in Mira Loma on the morning of Dec. 17 and was booked at the Robert Presley Detention Center in Riverside.

Ciling and Lee allegedly obtained several fraudulent commercial loans from various financial institutions. These loans totaled more than $3 million.

Both men have been charged with 55 counts including money laundering, according to the press release by the Riverside County District Attorney's Office. They are being held in lieu of a $3.5 million bail.

Ciling owns and operates several MRI and other medical imaging-related businesses in both Riverside and Los Angeles counties. Lee is a physician operating a medical practice with the name Prime Partners Medical Group, in the Temecula and Murrieta areas of Riverside County.

Two other men have been charged in connection with this case, but have yet to be taken into custody.
