A woman who claims Murrieta Mayor Harry Ramos sexually harassed her during a public event last January has filed a legal claim against him.

Kathleen Smith, formerly an employee with a local radio station, said in a press conference Thursday and in a formal claim that Ramos made repeated sexual advances that night -- including kissing her, inserting his tongue into her mouth, grabbing and squeezing her buttocks, and reaching up her skirt and grabbing and squeezing her inner thigh, all without her consent.

Smith's San Diego attorney, Dan Gilleon, told Murrieta 24/7 that Smith is a victim of prior sexual abuse and didn't report the incident previously because of the emotions associated with the events. He said she came forth recently after being contacted as part of a city council-authorized investigation into several allegations of misconduct involving Ramos.

"She was in shock, just hoping he would stop," Gilleon said. "She never screamed rape or anything like that. She just hoped he would go away, and he didn't. Then she internalized it. She was a victim of very severe sexual abuse as a child and she had treatment during her 20's for it. She said this just brought it all back."

Gilleon said Smith was working as an ambassador for radio station KATY-FM 101.3 when attending a Chamber of Commerce mixer at the Murrieta Spectrum Mall on Jan. 22, 2015. According to the attorney, Ramos first approached Smith inside the venue, grabbing her buttocks. The alleged sexual assault continued in the parking lot, he said.

"He basically started hitting on her ... was very aggressive," Gilleon said about the alleged assault on Smith, a single mother of three. After the first incident inside the event, Ramos convinced her to let him walk her out to her car. He blocked her in at the car and started kissing her, then convinced her to drive him to his car, where he kissed her again."

Gilleon said he expects a lawsuit to be filed soon.

Ramos, a married father of three, denied the allegations in an interview with KCAL9 news. He plans a press conference Friday afternoon to address the issue.
