Two Hemet men were arrested on multiple violations Tuesday night after police officers responded to a report of suspicious activity in a business parking lot.

Murrieta Police dispatch received a call at 8:30 p.m. regarding two males checking vehicle doors in a parking lot in the 27800 block of Clinton Keith Road, near the 215 Freeway. Arriving officers located the suspects and after conducting background checks, arrested Stephen Roberts, 22, and Joel Minasian, 26.

Roberts has prior arrests for burglary, narcotics, possession of stolen property and weapons related charges. He was found to be in possession of narcotics paraphernalia at the time of this incident. Minasian was on two separate probations -- one for narcotics and one for vehicle theft. He was determined to be under the influence of narcotics.

Roberts is a product of AB 109, which requires local authorities to be responsible for "non-serious, non-violent" criminals rather to house them in state prison.

"The above arrest demonstrates the impact of these mandates on the citizens of Murrieta," acccording to a Murrieta Police Department news release. "The Murrieta Police Department recognizes the concerns associated with these mandates and we continue to proactively arrest the offenders that victimize our residents. Many of these arrests are generated by alert citizens that call in suspicious activity. We encourage our residents to stay vigilant in their reporting of crime."
